  • Texas PACE Authority (TPA) is a nonprofit organization that advances Property Assessed Clean Energy (PACE) projects in Texas by administering a uniform commercial and industrial PACE program on behalf of over 30 local governments. The Texas PACE Act (Tex. Local Government Code Chap. 399) authorizes local governments to create programs to finance energy or water conserving improvements of privately owned commercial, industrial, or large (5 or more units) multi-family residential real estate. The TPA model approach, called PACE-in-a-Box, ensures local governments can establish an effective TX-PACE program quickly and economically, providing a tool for property owners to invest in more efficient infrastructure.  To date, TPA has closed over $95 million in transactions ranging from $24 million to $74,000.

    Texas PACE Authority is committed to expand this vibrant program to every region in Texas, working with all parties – property owners, contractors, lenders, and local governments to bring energy and water improvements that are both economically sound and environmentally friendly.  TPA is funded through user fees and grants, not taxes, and does not compete with the private sector.  In 2018, TPA was named “Access to Capital Champion” by the Minority Business Development Agency at the El Paso Hispanic Chamber of Commerce.  In 2016, Texas PACE Authority was awarded as the Outstanding Non-profit Organization at the Clean Air Through Energy Efficiency Conference by the Energy Systems Laboratory of the Texas A&M University System.
